Nico 6f8f59ec6d Fix short-stop elevator travel and recover stranded passengers ...

Require 500ms remaining dwell to begin elevator boarding, allow exits at stopped docks without a dwell budget, and preserve journeys across interrupted transitions. Recover elevator passengers to their original destination after five minutes.

Add regression coverage and elevator recording documentation. Verified production build and live round trips with a dedicated testbot; Mokrak also completed a natural elevator trip.
